The Basics
Foley House, a long-term residential treatment program for both non-parenting women and mothers with children, is operated by the non-profit organization Southern California Drug and Alcohol Programs, Inc. SCDAP was created in the 1970s to provide substance abuse treatment to under-served populations. Its programs include residential treatment homes, transitional housing facilities and outpatient programs—including one that offers treatment in American Sign Language.
Foley House is located in Whittier, 20 miles southeast of downtown Los Angeles. It opened its doors in 1985 and was the first residential program in the area to accept mothers and their young children. The residence houses women and their children for three to five months, providing treatment with dual diagnosis support, parenting skills training and vocational and educational counseling. Beginning in late 2017, Foley House may begin offering 60-day treatment plans.
Accommodations and Food
Foley House is located in a quiet residential area of Whittier. Mothers can bring up to three children under the age of 11 into treatment, and they are accommodated in one of the home’s bedrooms. Women without children have a roommate.
Foley House does its best to replicate a pleasant, domestic experience. There are common areas and a yard for relaxing, socialization and games. Clients cannot bring electronics into treatment, but after an initial two-week stabilization period they can use the house phones to call home. As part of their life skills training, women rotate in pairs through food preparation chores.
Treatment and Staff
During their two-week stabilization period, clients focus on acclimating to the program and do not have outside contact except in emergencies. After, they can earn privileges to visit family, make phone calls and go for walks and other excursions in the area.
Treatment is divided into Phase One and Phase Two. In Phase One—which lasts approximately three months—clients attend group therapy and psychoeducation classes several times each day. They also have individual therapy at least once a week and attend daily 12-step meetings in the residence. In Phase Two, during the fourth and fifth months of treatment, clients continue to attend treatment groups while also attending work or school.
Treatment groups address anger management, relapse prevention and relationship skills using the Matrix Model. Groups are led by CADC and CASC counselors. An MSW comes to the residence twice a week to provide therapy for dual diagnosis support, and Foley House has a consulting psychiatrist for medication management and mental health diagnoses.
Family health and reunification is a primary goal of Foley House. School-aged children attend the local school across the street while their mothers are in treatment, and younger children are looked after on-site. All clients participate in parenting skills classes; those who are not parents are expected to attend in order to be better care-takers or eventual parents. The counseling staff works with each client to help her create a reunification plan if she has been separated from her children.
Extras
As women near the end of their treatment plans, the counseling staff helps them locate transitional housing, sober living, outpatient treatment or emergency shelter and create aftercare plans.
