The Basics
With two locations in Oneonta and Cooperstown, New York, Otsego County Community Services provides outpatient treatment for chemical dependency and mental health issues. As a community-oriented facility, much of the program is governed by local policies and regulations. The facility also provides outside referrals for more intensive care, if needed.
Treatment and Staff
To begin treatment, clients must attend an initial 45-minute intake session. Since all programs are abstinence-based, all those entering Otsego County Community Services who are on psychotropic medications must bring in a doctor’s note showing that their medication is legitimate and prescribed to them. Regular urinalysis tests are a part of program so for those who aren’t able to abstain, referrals are made to a more intensive program.
Treatment plans are individualized and include individual, group and family therapy as necessary. Though outside AA/NA are not always required, attendance is encouraged and may be necessary depending on court stipulations. Local Alanon meetings are also available for family seeking support. Treatment consists of evidence-based therapy which varies by client and therapist.
Upon admission, each client is given a handbook with a set of guidelines for the course of treatment. Anyone who misses two or more scheduled appointments, is out of contact with the facility for 30 days or who are otherwise non-compliant may be discharged from the program. Tobacco use is prohibited on-site, though nicotine replacement products are acceptable. Treatment for smoking cessation and gambling services are available as well.
Staff consists of 10 individuals who are a mix of LCSWs and CASACs, with one Registered Nurse and a one physician.
Extras
Otsego County Community Services also has an adjoining mental health program with its own staff of psychologists, psychiatrists and LCSWs. These programs are set up similarly to the addiction program, with flexible treatment plans available. Most programs are covered by insurance, including Medicaid and Medicare. Though no official dual diagnosis program is available, those in need of concurrent support may enroll in both the chemical dependency program and mental health programs.
Because this is a local government program, Otsego County Community Services also offers a wide range of additional services including programs for children with special needs, social services and employment assistance. A full list of county services is available on the site’s government directory.

Otsego County Community Services provides a customized and highly structured outpatient treatment program that requires a commitment to recovery and a strict adherence to the rules. This approach can be a major asset for those in early sobriety—particularly for those who have been through treatment before but have not been successful in staying sober. Though there is no official program for co-occurring disorders, Ostego’s adjoining mental health program provides all the resources needed for dual support.
