Phase II ResidentialThe Basics

Phase II offers two gender-specific substance abuse and addiction treatment programs for women on the grounds of the Central State Louisiana Hospital in Pineville, a small city in central Louisiana. In operation since 1987, Phase II was previously known as Cenla Phase II. Now a member of the Pathways Community Health Network of providers throughout Louisiana and Missouri, Phase II offers a short-term sober living environment through its Halfway House Services and a comprehensive family program through Temporary Assistance for Needy Families (TANF), a residential home for expectant mothers and women with children.

Accommodations and Food

Combined, both programs can accommodate up to twenty-six women. Halfway House residents live and are treated in an older brick residence building on the grounds of the Central Louisiana Hospital. While the building hasn’t been renovated in some time, staff attempts to create a home-like atmosphere through updating and adding touches to the décor. Each woman has one or two roommates and a shared bathroom.

Women in the TANF program may have up to two children under the age of 12 live with them once they’ve completed the first four- to six-weeks of treatment. Children stay in the same room as their mothers and attend a nearby day care center or public school. Phase II subsidizes the cost of day care up to $80/week with several care options to choose from.

Residents can watch television in the building’s common area and while there are no on-site exercise equipment, there is a Wii gaming console that some women use to work out with. Others take recreational walks on the extensive hospital grounds. A catering service provides all meals.

Treatment and Staff

The Halfway House Services program is 90 days long. Clients must be on Medicaid to be admitted and are referred into the program by other treatment programs and state agencies. The emphasis of the program is on finding and retaining stable employment. Clients must abide by a curfew and perform daily chores, but apart from that, the only requirement is to be employed or working diligently with their counselor and other services to find employment. Cell phones and computers are not allowed in the residence, but unit phones are available to call family.

Halfway House residents are required to attend on-site group therapy three times a week and attend three off-site 12-step meetings to which Phase II will arrange transportation. Halfway House residents are not permitted to bring their children to live in the residence.

Clients in the TANF Program have a more intensive treatment schedule, especially in the first four- to six-weeks of treatment. The program is six months to one year in duration and clients attend group therapy at least seven times a week (more intensively in the beginning) and individual therapy as needed. Women are also required to attend several off-site 12-step meetings each week.

Groups are led by counselors including LPCs, LADCs and LCSWs and use multiple modalities for treatment such as CBT and Motivation Interviewing (MI). Groups also have educational components and include topics such as Big Book studies, parenting and Seeking Safety. While TANF doesn’t supply vocational training, clients can work with their counselors to access outside programs that facilitate their job search.

Both residential programs at Phase II—Halfway House Services and TANF—provide extensive group therapy and addiction education services for women seeking a fresh start in sobriety. The experienced counselors ensure that clients have every opportunity to make lasting and sustainable changes to their outlooks and ways of life. With particular assistance for women with children, Phase II is ideal for women struggling to make a new and sober start.
