The Basics
The Naval Health Clinic in Newport, Rhode Island offers outpatient and Intensive Outpatient (IOP) substance abuse treatment primarily for active members of the military. The treatment is known as SARP (Substance Abuse Recovery Program) and is based on the 12 steps. Military dependents over age 18 and retirees are seen on a case-by-case basis based on space availability.
Treatment and Staff
Depending on the level of addiction or need, there are three treatment levels available and clients must be five days sober before enrolling in any of them. The programs through the Naval Health Clinic are designed to quickly educate clients about their addiction and get them treated as soon as possible, with the goal of returning them to active duty.
The first level is known as Impact, which is a three-day educational program about the disease of addiction. Impact also offers an introduction to the 12 steps. The second level is outpatient treatment, which lasts approximately eight days and consists of group and individual therapy sessions where relapse prevention and coping skills are among the topics.
The final program is the IOP, which lasts about three weeks and requires daily attendance. This more intensive program consists of several group sessions a day and one individual session per week. Though treatment focuses on step work, attendance at outside AA or NA meetings is not required. The groups are kept small, maxing out at about 12 clients, with one counselor running the sessions. Therapy is combined with regular urinalysis testing while clients are participating in the program.
The SARP staff consist of LCSWs, LADCs and psychologists.
Extras
An aftercare program is available to all clients who have completed initial outpatient or IOP. Aftercare consists of once-a-week group sessions at the facility for as long as the client feels it is necessary.

The treatment programs at the Naval Health Clinic are designed to educate and treat military personnel who are struggling with drugs and alcohol and who have been referred by their command as potential substance abusers. Clients are provided with many resources that can guide them to a life of health and sobriety.
